Caltrain - Turn down the train horn level please!

According to a 2010 study, the freight train horns on the Peninsula fall within federal limits. However, the horn level has gone up over the years especially at night. This is noticeably so for the majority in the communities along the Peninsula.

My suggestion:

What if Caltrain could monitor the stops ahead and control the horn level accordingly. For example, at a crossing on a busy intersection during peak hours, the horn would blast at the maximum federal limit. While running along stops in residential neighborhoods, the horn level would automatically lower.
